The Hypno Highway Zone links most of the major zones, and also includes several large cities around the actual highways that contain a large proportion of the enslaved populace. Travelling along it is risky for a rebel, but it is still common for them to use it despite the risks, as it remains the fastest way to travel without the guarantee of being caught by the Empire.

The Hypno Highway Policing Unit is the main means of capturing said rebels. Ruthlessly ran by a large team of roboticized policerobots, questions are never asked when they find someone not under the mental domination of the Empire - they are either bundled into police cars and shipped off to processing centers or "recruited" on the spot. Either way another rebel has fallen under control.

Rouge has been selected for the latter after being arrested for Driving While Not Under The Mental Influence Of The Master, and despite her resistance training she succumbs quickly. This is unsurprising - while most transformations in the Empire allow their victims the ability to slow down the brainwashing (if not stop it entirely), this is due to them needing to preserve some measure of indepedent agency to do their newly assigned roles effectively, and thus some small portion of the original self must be preserved as well. The HHPU however do not need nuance or the capability for indepedent thought. They have a set of laws and instructions on what to do with those who break them. Anything unexpected can easily be dealt with by following their preprogrammed instructions, and when you have hundreds of AIs made from digitized people using computer banks hundreds of miles wide, all ing their predictions into every member of the HHPU, events that do not have programming in place to deal with them are nonexistent. Thus the mind of the new "recruit" can be almost entirely wiped clear save for a few scraps to build the new personality off of, and replaced with a stock personality used for all of the HHPU. Even Rouge's name has been erased from her mind, replaced with a designation formed of her former initials and her status as the 201st member of the HHPU.

Physically, RB-201 is more differentiated from other of the HHPU, as each "recruitment" is designed to take advantage of the former self's capabilities. In her case, as a bat, Rouge's wings and ears proved the most fruitful place to build upon. Beginning with the wings, these have been turned into fixed wings (attempts early in the Empire's life of roboticizing winged people into ornithopters proved unsuccesful) equipped with high-power compact jet engines for fast mobility in combat and quick redeployment from crime scene to crime scene. The ears are more interesting. While most roboticized people have their voice synthesis speakers in their mouths, RB-201 now has her synthesized voice come from four ear-mounted speakers. These not only project her voice over long distances to communicate with and intimidate rebels (all HHPU are mentally linked so audible communications between them are unnecessary) but lace it with subliminals to encourage submission and surrender. They can also produce loud mind-warping audio to quickly wipe someone's mind when they are not headed for more specialized procressing, and tests are already underway for a new tactic where RB-201 dive-bombs large rebel groups to quickly blast them with hypnotic audio.

In other aspects RB-201 follows standard HHPU design. The police beacon is the most obvious feature. It not only serves the standard functions of a police beacon but its flashing is designed to induce a slight trance if a victim is exposed to it enough. She also has the standard forehead badge of the HHPU, body armor integrated into her synthetic skin, and a belt with handcuffs and a dart gun containing hypnotic chemicals. One may question why question why a policewoman has such large and exposed breasts and vagina, but the answer is simple. The Master is an unabashed pervert (being the only free-willed person in the Empire, no one is exactly able to condemn or stop him) and therefore everyone below him in the Empire must be both sexually attractive and ready and willing to be fucked at a moment's notice. This is also why all transformations and brainwashing performed by the Empire are so sexually pleasurable even though they are warping the victim's body and mind - when processing is finished, all subjects of the Empire end up in an eternal state of low-level arousal, that can be dialed up to eleven at a moment's notice. Even then, this is not a case of him sacrificing practicality for his own pleasure - the materials used to form the seemingly non-armored sections are still practically indestructible.

So ends the tale of Rouge the Bat, free-willed jewel thief, and so begins the tale of RB-201, immortal enslaved robot policewoman...
