In his Discworld books, Terry Pratchett put the concept as so: there is a section of Ankh-Morpork in which wayward folks are guaranteed to get killed by someone if they walk through it. People know this, so someone deliberately going into this section of the city even though they know they'll get killed by doing so is considered to be committing suicide despite not being the one wielding the weapon. Because if you valued your life (which suicidal folks don't), you wouldn't be in this section in the first place.

BlockedI think you're thinking more of the FSB/KGB since the CIA dont get involved in investigations inside the US, that's the FBI's shtick and while they too can be rather corrupt at times I dont know of many alleged cases where they've ruled an obvious murder a suicide. Usually if it happens (or is alleged to happen) that sort of stuff happens more with local police or prison guards than the FBI.
