In order for the measurement to make any sense - ampere measures current, while volt measures electrostatic potential - we would need to know either how many ohms (resistance) or how many watts (electrical flux) are in play here.

Volts (V) equals either amperes times ohms (A*Ω) or watts divided by amperes (W/A).

I have a degree in the field I know how it works. But based on the (apparent) gauge of the measurement leads, there is zero chance they are made of any earthly material. If you present measurements in this way, one would usually assume they are measuring with the same load - meaning it is 5MW.
We can also say the impenitence (we can't really assume this is strictly DC, it may have a complex component) is 80 ohms (or 12.5 milliMhos aka milliSiemens). This is a low lower than human bodies are, but i mean, electric type pokemon cant be normal - probably has a flesh that acts like a dependent source unit model.

Bearing in mind this is fanart from a videogame series, so logic goes completely out of the window here.
